A collection holds up to 12 products, and each person keeps at most 3. The ceiling is the point: a list somebody had to cut is worth more than a list that fits everything.
A product that is still scheduled or in review stays hidden until it launches, so nothing in a collection sends you to a page you cannot use yet. The count you see is the count you can open.
A collection needs at least 3 live products before it is indexed or added to the sitemap. Shorter lists still work and still share — they just don't pose as a guide.
Give the list a title, say why these tools belong together, and add products straight from the explore page. Each collection gets its own page and its own RSS feed, so anyone can follow it as you keep adding to it.
